Hello Diana - Yes, HVO is the only US Observatory with a formal volunteer program. We can also recommend the International Volcanology Field School as a great opportunity for students and early-career volcanologists. https://www.uaf.edu/geology/academics/international-volcanology/ AVO is a three-agency organization, and open positions (if there were any - I don't think there are right now) would be advertised through the HR of the agency that was hiring (USGS, the University of Alaska Fairbanks, or the State of Alaska Division of Geological and Geophysical Surveys.) You could consider a foreign volcano observatory or continue your studies for a PhD. A PhD is a prerequisite for many Observatory hires and a common path for Observatory employment is to start as a post-doc.
